Zulkarnain Umar and Mrs. Hj. Mariati Rahman. This study aims to determine
the performance of civil servants (ASN) and the supporting and inhibiting
factors at the Manpower and Transmigration Office of South Sulawesi
Province. The research used a qualitative method, using data collection
techniques such as observation, interviews, and documentation, and data
analysis techniques such as data reduction, data presentation, and conclusion
drawing. The results show that civil servant productivity is measured through
indicators such as target achievement, work quality, discipline, initiative, and
competency development. The quality of public service focuses on meeting
public expectations through service standards, regular training, and a prompt
response to complaints. Accountability is achieved through a transparent
reporting system, adherence to standard operating procedures (SOPs), and
periodic audits, which support increased public trust. Supporting factors for
performance include competency improvement through training and
workshops, job satisfaction influenced by a positive work environment and fair
promotion opportunities, and harmonious working relationships. However,
this study also identified several obstacles, including limited work facilities,
such as meeting rooms and computer equipment, and a lack of communication
regarding job promotion opportunities.
