Abstract

This study aims to analyze the effectiveness of the Smart Village program in improving the efficiency of population administration services in Baji Pamai Village and identify various factors hindering its implementation. This qualitative research using a descriptive approach collected field data through observation, in-depth interviews, and documentation. Research informants were determined purposively and incidentally, including village government officials as operators and the community as service users. The study found that the implementation of the Smart Village program has proven effective in significantly reducing the duration of administrative document verification and reducing operational costs for services. However, this effectiveness has not been optimally realized due to three structural and cultural barriers: weak cellular network infrastructure, low digital literacy among user communities, and asynchronous standard operating procedures between village and sub-district governments. The implications of these findings indicate that bureaucratic digitization requires simultaneous technological ecosystem readiness and human capacity. The solution is to harmonize regulations across agencies and provide inclusive public digital literacy education to achieve fully efficient and integrated state administration service governance
